>> that's a little girl. she doesn't even know how to walk in heels. >> she is like 12. >> bill: how bad is the underage sex trade in america? a new report may shock you. caution, you are about to enter the no spin zone, the factor begins right now. captions by closed captioning services >> bill: hi, i'm bill o'reilly. thanks for watching us tonight. phase two of the occupy wall street protests. america, the police state. that is the subject of this evening's talking points memo. on tuesday, about 1,000 protesters gathered in oakland, california, and major concerns began to arise. there was a rat problem, vandalism, fights, and fire hazards. medical responders were denied access to the protest site on two occasions. so the city of oakland decided to move the proceed testers and police did that. but later on that day. so occupiers tried to return to the

plaza outside city hall. police told them they could not return and violence broke out. at least 200 arrests were made. scores of people injured. including a number of police officers. property was destroyed. and the cops used tear gas and beaten bag -- bean bag rounds to disperse the protesters. howard jordan? >> our job is to protect life and property and make sure that the citizens of oakland are safe. our officers were assaulted with bottles, rocks, and had hazardous materials thrown at them. >> bill: enter the radical move on organization which is funding some of the occupiers. it took just hours for them to produce this video. >> for weeks, occupy oakland participants have peacefully exercised their first amendment rights to protest the wall street greed that has left our economy in shambles. on october 25th,.

themselves for sex. this is happening in cities big and small all across the united states and most of these girls have run away from devastating home lives. most of them have very low levels of self-esteem. i mean, bill, i know you have a daughter. remember when she was a little girl think about how vulnerable and impressionable she is. while these young girls who lack self-confidence are out there and these pimps come along and they say to them hey, little girl, you are beautiful. i want to buy you all the things that all the other girls have. i want to take you out to fancy dinners. i love you. for a little girl who has never been told i love you, i will take care of you, this means something. and then he says call me daddy. he literally replaces the father figure and then he says now do something for me. and that's tragically how the cycle starts. >> bill: okay. but i don't think you have to convince americans that this is heinous. i think they are right with you. but the problem has been around forever. it doesn't seem to get any better. the drug trade doesn't seem to

be getting any better and that fuels a lot of this kind of stuff. >> it's true but i think -- the sentences for this kind of stuff jail sentence is very, very lenient even if they make the case. i don't know the folks are instruments straighted. they don't know what to do lisa. they don't know if they can do anything. >> it's true. for me if we can start to change people's perspective about what these girls are actually doing. we see these girls as prostitutes who are voluntarily selling themselves. the reality is that these girls don't make a single penny of what they make. they work. >> bill: they hand it all over to the predator. >> every single cent. you don't call that slavery in america. i don't know what else you call it we were out on the streets of d.c. trafficking in rampant in our nation's capitol. i watched this cops would arrest the girls and stop the girls and let the pimps and johns continue on with their business. i was walking the streets at 3:00 or 4:00 in the morning. and the line of men who lined up
